verse 196 of Surat Al-Baqarh 

And complete the Hajj and 'umrah for Allah. But if you are prevented, then [offer] what can be obtained with ease of sacrificial animals. And do not shave your heads until the sacrificial animal has reached its place of slaughter. And whoever among you is ill or has an ailment of the head [making shaving necessary must offer] a ransom of fasting [three days] or charity or sacrifice. And when you are secure, then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals. And whoever cannot find [or afford such an animal] - then a fast of three days during Hajj and of seven when you have returned [home]. Those are ten complete [days]. This is for those whose family is not in the area of al-Masjid al-Haram. And fear Allah and know that Allah is severe in penalty.

 

verse 197 of Surat Al-Baqarah 

Hajj is [during] well-known months, so whoever has made Hajj obligatory upon himself therein [by entering the state of ihram], there is [to be for him] no sexual relations and no disobedience and no disputing during Hajj. And whatever good you do - Allah knows it. And take provisions, but indeed, the best provision is fear of Allah. And fear Me, O you of understanding

 

 

verse 198 of Surat Al-Baqarah 

There is no blame upon you for seeking bounty from your Lord [during Hajj]. 

But when you depart from 'Arafat, remember Allah at al‑Mash‘ar al‑Haram. 

And remember Him, as He has guided you, for indeed, you were before that among those astray 

verse 199 of Surat Al-Baqarah 

Then Get out from the place from where [all] the people Get out and ask forgiveness of Allah. Indeed, Allah is Forgiving and Merciful.

Interpretation of verse 196 of Surat Al-Baqarah

Allah Almighty wants whoever performs Hajj or Umrah to complete Hajj and Umrah as Allah has commanded, without any deficiency or excess. The commonality between Hajj and Umrah is that both are rituals and acts of worship. The difference is that Hajj has a specific time and it is required to stand at Arafat during it, while Umrah has no time and no standing at Arafat.

 

The intention of Hajj must be for Allah and not for anything else, not to say (Hajj so-and-so), or to buy cheap goods and sell them at a higher price than their price after returning

.

 (If you are prevented from performing Hajj ) when a person is suddenly affected by fate, such as illness or an accident, or is prevented due to a political reason, for example, or a security issue to secure the place, for example, as the Messenger of God, may God bless him and grant him peace, was besieged in the year of Al-Hudaybiyah, and it was said to him not to enter Mecca that year. Therefore, in that, God Almighty makes things easier for His servants and commands the slaughter of an offering as an act of devotion to God and as expiation for what happened.  The sacrificial animal reaches the designated place and after he is assured that it has arrived and been slaughtered, his head is shaved.

However, if the pilgrim has an injury to his head or is sick, there is no harm in shaving his head and the expiation is either to fast for three days or to give charity by feeding six poor people or to offer a sacrifice, which is to slaughter a sheep. And whoever enjoys the Umrah and Hajj must slaughter whatever sacrificial animal he can afford.

If obtaining the sacrificial animal is easy, whether because it is easy to pay its price, or because it is easy to buy it, or for any reason, it is difficult to slaughter a sacrificial animal. The sacrificial animal is everything that is slaughtered and offered as a gift to the Sacred Mosque. And whoever does not have it, he should fast for three days during Hajj and seven days when he returns.

This is for those who are not from the people and residents of the Sacred Mosque, as they are distinguished in this case. And after all this facilitation for the pilgrims, they must fear Allah because many of them spend their money in the markets and when they need to slaughter a sacrificial animal, their money runs out, and this is extravagance in the wrong place. It is more appropriate for him to finish the Hajj rituals completely until  His money that he uses as expiation for him through food or slaughtering is not exhausted, because that is due to their lack of piety towards God. Therefore, God has made their punishment severe with torment.

 

Interpretation of verse 197 of Surat Al-Baqarah

 

In the previous verse, I talked about Hajj and Umrah. Then this verse came and talked about Hajj. The difference between Hajj and Umrah is standing at Arafat and throwing stones.

The word (Arafat) is a name for a place, but the reason for naming it is disputed: It was said:

Because Adam descended in one place and Eve descended in another place, and they both kept searching for each other. God wanted both Adam and Eve to yearn for each other, so He separated them from each other

Until they met in this place, it was called (Arafat). After a long separation, there was a longing for the meeting.  After the meeting comes affection, mercy, intimacy and tranquility, which is what is required for life for a couple.

There is another saying that the angels told our master Adam while he was in that place: Know your sin and repent to your Lord. He said: {Our Lord, we have wronged ourselves, and if You do not forgive us and have mercy upon us, we will surely be among the losers} [Al-A'raf: 23]. Thus, he recognized his mistake and knew how to repent.

And likewise another saying that God Almighty wanted to teach Abraham, peace be upon him,

that the vision of the prophets is true and he knew that he must carry out what he saw in the dream. He actually carried out what he saw in the dream that he would slaughter his son, so the place where he knew the truth of the vision was called Arafat.

 Another saying

When Satan appeared to Abraham, he stoned him seven times the first time, then he came back to him again and stoned him seven times, and he came to him the third time and stoned him seven times, after that he did not come to him a second time, so Abraham ran for fear that he would pursue him, and that is why the place was called Muzdalifah, and Muzdalif is the one who speeds up, and it is called (the one who passes), meaning that he passed Muzdalifah, and he would have known the matter at Arafat.

Or that Gabriel knew the rituals in this place, so he said to him: Do you know? Abraham replied: (I know). Or that a person knows his Lord in it at the end of what was prescribed for him from the pillars, so each of us knows the pillars: this one knew, and that one knew, and a third, and a fourth, and so on, so all of us are: Arafat, and the place becomes servitude to God. All pilgrims participated in it.

Then we come to the interpretation of the verse    and the verse shows that the Arabs before Islam knew the months of Hajj and everything related to it, and the verse is directed to those who intend to perform Hajj that Allah has imposed on them at the time specified for it, and by choosing the Hajj season and intending to perform Hajj in it, the person has imposed Hajj on himself for this season that he has chosen, and Allah Almighty has forbidden the spouses who perform the Hajj rituals from sexual intercourse, and its private preliminaries between the spouses, except that it is permissible except in Hajj before standing at Arafat, and Allah Almighty has forbidden indecency in Hajj, as for indecency it is forbidden in Hajj and outside Hajj for all people, but Allah Almighty commands the Muslim to increase his adherence to manners, morals and modesty in the House of Allah, because it is not appropriate for him to commit a sin in the House of Allah. Allah has forbidden argumentation in Hajj, and it is permissible outside Hajj, unless this argument leads to bad manners in the dialogue, but the pilgrim must be more careful of such argumentation, even if it does not lead to bad manners from both parties.  Allah the Almighty commands the pilgrims to glorify the Sacred House of Allah, to be busy with the remembrance of Allah and obeying Him in what He has commanded in performing the rituals, and to avoid what Allah has forbidden in performing the rituals. Allah reassures His servants that if they do what Allah has commanded and avoid what Allah has forbidden, then Allah knows that, so He commands them to increase their good deeds and to do good in fearing Allah the Almighty. Fearing Allah the Almighty is protection from the wrath of Allah the Almighty by doing everything that pleases Allah and what Allah has commanded of good and avoiding what Allah has forbidden, and these are the people of understanding, that is, the people of enlightened minds.

 

Interpretation of verse 198:199 of Surat Al-Baqarah

Allah the Almighty commands the pilgrims to remember Allah because Allah made this difficult journey easy for them, and He brought them while they were ignorant and full of sins and transgressions, intending to go to the Sacred House of Allah, so they return forgiven, and this is something that deserves to be mentioned with thanks and appreciation because He guided them and taught them the path of goodness, so it is a greeting from Allah to His creation, and the greeting must be returned, so as He guided them, remember Him, you used to perform Hajj frequently in the pre-Islamic era, and you used to perform Hajj in error, and now you perform Hajj in guidance, some commentators said: What is meant by the word people in the verse is Abraham himself, because Allah described Abraham as a nation, meaning that he is all people, and our master Abraham, peace be upon him, was prescribed all the rituals of Hajj after Allah taught him them, then Allah showed us that there were those who did not stand in Arafat under the pretext that they were next to the Sacred House, so Allah the Almighty wanted to treat them in the same way and command them to do as the people did, which is to stand in Arafat and spend the night in  Arafat as people do, and God Almighty teaches the children of Adam justice and mercy, and they must respect the rights of God Almighty because He is their Creator and because God Almighty knows that people may be tempted, so He commanded them in His perfect wisdom to seek His forgiveness so that He may forgive them their sins.
